- Pennsylvania documents were issued by one of the following:
- Your documents must be signed by and contain the seal of the Pennsylvania official who is the custodian of the record or a Pennsylvania notary public.
- NOTE: Diplomas, transcripts and criminal record checks must be notarized prior to requesting an apostille or certification. Birth certificates do not need to be and should not be notarized.
- Mail your documents to the Department of State along with a cover letter that includes your name and full mailing address or you may use our Request for Legalization of Documents form. Identify in the cover letter the country where the documents will be used.
- The Secretary of the Commonwealth provides authentication of Pennsylvania public officials’ signatures on documents that will be used outside the United States.
Reminders:
- For documents intended for use in foreign countries, the country of destination determines whether the authentication is an Apostille or Certification. Apostilles and Certifications are not issued for documents that will be used within the United States.

- Destination country ACCEPTS apostilles of the scanned photocopy of the original document; most countries do accept an apostille of the scanned photocopy.

- Because the notary and the apostille are required to be issued from the same state, the scanned photocopy of the original document that you provide will be notarized and apostilled in New York.
- By Mail: Cover letter and Order Form must include the name of the country, payment, address the documents should be mailed to after processing, self-addressed prepaid envelope, and a daytime phone number for possible questions.
- You must enclose an original or certified copy of the document, or a request for a certified copy of the document. If you are requesting a certified copy at the same time, a separate check will need to be provided for the Apostille fee.
- In Person: You must provide a certified copy or original document. You will want to have you.
